Boyle joined Dundalk from Shelbourne in 2013, and has been named in the PFAI team of the year for the past three seasons. The 25-year-old central-defender will sign a two-and-a-half year deal with Preston.
Horgan will also sign a two-and-a-half year deal with the team currently in 14th place in the Championship. As the pair will be out of contract, Dundalk won't receive a transfer fee.
The Sun claim the pair, who recently received their first call-up to the Republic of Ireland senior team, will earn £6,000 a week, and an appearance fee of £1,000.
That works out at a basic salary of £312,000 a year, and a significant upgrade on the wages on offer in Ireland, where the highest earner reportedly takes home €50,000 a year.
Besides the money on offer across the water, the pair will have the chance to cement their place in Martin O'Neill's squad.
Horgan will be competing with Aiden McGeady for a place in Simon Grayson's team. The 25-year-old, who was named PFAI Player of the Year for 2016, has had a stunning season for Dundalk, impressing in the league and in their European campaign.
McGeady, meanwhile, has fared okay so far at Preston. The winger, on-loan from Everton, has made 10 appearances this season, scoring once and making two assists.
However, if Horgan can continue his great form when he arrives in Preston, he could find himself in the team ahead of his Ireland teammate.
Greg Cunningham, Eoin Doyle and Alan Browne are the other Irish players in the Preston squad.
