O'Shea, who joined West Brom from Dublin schoolboy side St. Kevin's Boys in 2016, has played 107 times for the Baggies, including 28 appearances in the Premier League.
The club do not want to sell him but are financially hamstrung as they won't receive parachute payments from the Premier League for the upcoming season. O'Shea captained the club last season.
The 24-year-old, who has earned 19 caps for Kenny's team, will join fellow Ireland internationals Josh Cullen and Michael Obafemi at Turf Moor.
